Horia Horăscu – a delinquent mayor!

There is no longer a secret to anyone the fact that the mayor from Prundeni village, the social-democrat Ion Horia Horăscu, suffers of… reign. He turned democracy into communism in the Prundeni village. He does not accept – or if he does, he does it hardly – to obey the laws concerning, for example, the reducing of teh number of the workers from the Prundeni CityHall. Moreover, the Prundeni Cityhall employees – without counting those who are working below – are more than total employees of all municipalities in the southern of Valcea county… Horăscu hired as public administrator (a mayor replacement) a former cameraman at the television station Valcea 3, which belongs to the liberal senator Emilian Frâncu. We have nothing with this young man, he is a colleague of ours, but man is doing nothing for the high enough salary which he receives monthly. Basically, he prepares press releases. There is nothing wrong with that, but Horăscu has committed and responsible for relations with the press at the same time. Furthermore, Horăscu has also a secretary and a head of the cabinet. A secretary is needed, but what the hell activity may have a head of the cabinet within an institution such as this CityHall? We can answer to this question: she rubs her pussy all day long on state money… We should also mention that, although he has a village secretary, which is forced by law to be a lawyer by profession, but in addition Horăscu also has a bunch of lawyers employed. And we not continue because the list is too long. If someone really wants to cure the reign disease of mayor Horăscu … can be done the necessary investigations and everything is going to come to surface. And we thing there will be more bad things than those that we had numbered here. Why are we say ‘if’? Well, because of information in the possession of which we came to end last week, the political influences still work for this local baron. Meaning that all the files regarding this local baron end with the solution ‘not initiate the prosecution’, given by the prosecutors from Drăgăşeneni, because he bribed them, unlike in the cases of those ordinary deliquents, cases which ends with a solution given by shameful passivity “initiation of prosecutions.”

Dicu prosecutor had divided again the Justice depending on her own interests

The prosecutor Marioara Dicu from Prosecutor’s Office of Drăgăşani, about which we wrote in previous editions of our newspaper, publishing statements and even audio recordings provided by a peasant named Jitianu, from the Orleşti village, suggesting that Dicu has ordered to the former chief of Orleşti Police, Nicolae Paraschiva, to prepare some files against this man because he did not want to contribute with gold and other things brought from Italy where he worked, is the same prosecutor that gave the solution of not initiating the prosecution in several cases in which Horăscu, mayor of Prundeni, was accused of misappropriation of funds, bribery and election bribery. Many people would tell us that once the solution of NIP has been given, it is unfair for us to write about a mayor like Horia Horăscu that is a criminal. Then, things are not so. Why? Well, how much credibility can have a prosecutor like Marioara Dicu from Dragasani, since everyone accuse her of dividing the Justice according to her personal interests? Our answer is no credibility. This prosecutor should be arrested. We do not say that she must be executed like the former communist leader Nicolae Ceuşescu, because we find ourselves with another file of incitement to murder, and do not want, because I really had enough of these kind of accusations!… In addition, Ms. Valeria Costescu, medical framework from Prundeni, wife of a worker recognized police – as we found out – is not satisfied with the Marioara Dicu solutions and then the ones given by the current Chief Prosecutor’s Office of Dragasani, Vasile Mitrache, for which she is willing to go into the white canvas. Contacted by phone yesterday, around 16.00 o’clock, the senior prosecutor Vasile Mitrache argued that the resolutions in all the files against Horăscu made by this woman, were those of NIP, because the woman’s complaints were not supported by witnesses. I personally am willing to testify in the file in which the mayor Horăscu is accused of bribery election since I was in minibuses which were carrying, the day before elections, free all travelers which were traveling to the Zăvideni Cultural House, where I saw only dead drunk people, while clinking glasses in the street and eating spitted pigs. We ask the chief Prosecutor from Dragasani to take in consideration this public statement made through our newspaper and I am determined to support it in front of the organisms able to make Justice as often I will be asked to do this and we will personally deliver several copies of this issue of the newspaper to the chief prosecutor Vasile Mitrache today, at 08.30 A.M….

‘He lament that no money, but has received billions from the romanian state!’

The main reason for the woman’s discontent is the fact that Horăscu laments each day that he has no money to use in the interest of the comunity which he rules over. It is a fact, because we have noticed on our skin: the vile nature of this mayor. Horăscu is crying that he has no money. The same nine and told us, so that we had to intervene at the president PSD, Mircea Geoana, which was, at that time, in electoral campaign in Ramnicu Valcea and Dragasani, to convince him to pay a debt of 3.500 new lei accumulated in a year, somewhere around two sallaries of the communist mayor of Prundeni village, for the advertising services which we provided under legal contracts drawn up, not to tell that we even provided much more publicity to this CityHall then it was written in those contracts. And even today, the mayor from Prundeni owes us an amount of 300 new lei, but we did not descend so low to make  the fuss and for this amount. I said to him that I want to see him when he puts my money on his chest and die as soon as possible, and I withdrew, because, the wise guy fails, while the fool one is going on in his stupidity.

Money, lad! That we have not the candles!

Then, how can a mayor like Horăscu to have money, since he has hundreds of employees to whom he must pay salaries monthly, but they rub the mint at the town hall, or since he has given, for a good period of time, in use, free, the new headquarters of Prundeni Hall (the building from the main street), to a notary to which apparently, Horăscu had to pay some old policies, after which, it seems that due to our verbal or written claims made to high peak, he took back that building. But he took that building back only after he had invested hundreds of billions of our money, of all who pay taxes to this State, in an old school building, behind the former city hall, to bring it to the luxury standards with which he is used?

Elected for three slice of meat and a beer…

Signatory to the letter which we had received at the end of last week also brought in current the illegal manner in which Horia Horăscu received his last mandate to the leadership of village Prundeni: three slices of meat and one beer every villager. We add to these, something which we saw with our own eyes to this scenario: the spitted pigs and other good food served at the Cultural House Zăvideni and money wasted to pay to traveling firms so that the people which were traveling to the Zăvideni Cultural House to benefit of free transportation in the Saturday before the great day of the first round of summer 2008 election in order to participate to the tables organized by Horăscu. But someone hears us as witnesses to this? No way, because the investigators’s purpose  is to remove the guilty… Signatory referral had gathered over the time, all the news papers which were written about the fact that Horăscu had received billions enough to take good care of a city, let alone a village…

Horăscu builds a house for his mother-in-law using the money and the employees of the CityHall…

Women’s response to these questions like where are the money given by the Romanian state to the village Prundeni, can be found in the charges of embezzlement and the others which she had done over time against this mayor: ‘Now, the mayor shall make another house, with the money from our local budget, with four bedrooms, kitchen, bathroom and other fixtures in the village Zăvideni inside the yard of Elena Bondoc (his mother-in-law). He started that building since 2007. Now, in 2010, he is finishing the building, using polished materials that are transported by car and carried by the CityHall employees which are receiving social assistance. The social workers are eating in the cafeteria, on the state money. I asked him personally, and he told me that he builds that house with his mother-in-law money. I followed here last month, when she took the retirement money before me and saw with my own eyes that he received only 640 new lei, which I understand he is a survivor’s pension and she has no other income. How in the world can she build a house like that with only the retirement money? This mayor really thinks he can fool people this much?’, is written in the referral which we had received. This referral has also been sent to the prefect office, on the 30 of July 2010. In the same referral, that woman has also written: ‘On November 1, 2005, the mayor Ion Horăscu had a trial with the Accounts Court which had found a lack of 93 million old lei. The deputy mayor has signed and the mayor Horăscu has taken those money without the approval of the local councilors. The CityHall also paied for the repairs which had been done to Horăscu’s personal car mark Daewo. The costs were 75 million old lei. Also, another 18 million old lei have been retained from Horăscu’s salary for the international telephone calls. The Court of Law has so ordered, jointly and severally, on both mayors to pay the money and asked them to submit receipts. I will address further, again, to the Court of Auditors, to come again and verify Horăscu, to see how he had wasted more than 30 billion old lei which he had received but I do not see anything done with them!’, was written to us by Valeria Costescu. We return, dear readers, in future issues of our newspaper, on August 20, 2010, on which occasion we publish false declaration of wealth that were given by the mayor Horia Horăscu in 2008, before the last election. We will also show the character at loggerheads of the people which Horia Horăscu had hired in high positions such as the chief of the ADP from Prundeni and not only …
